There are many times when I can only wonder what activity or concern prompted the Army, in its infinite yet inscrutable wisdom, to issue a new policy directive.

Then there are the other times.

ALARACT 197/2012, PERSONAL PROTECTIVE MEASURES TO PREVENT BITES FROM SAND FLIES, MOSQUITOES, TICKS, MITES, FLEAS AND OTHER ARTHROPODS, DTG 271501Z JUL 12.  Commanders, supervisors, and Soldiers at all levels will immediately stop the unauthorized use of animal flea and tick collars due to harmful effects and will enforce the proper use of the approved DoD insect repellent system during military operations and in training environments.
